Russell is serving as General Contractor for the construction of a new three-story, 70,000 s.f. City Hall built atop a 2.5-level, 285-space parking garage in the heart of St. Charles’ historic Frenchtown District. The steel-framed structure will feature a brick façade, incorporating roughly 2,000 reclaimed bricks from a demolished building, along with a curtain wall system that blends modern design with the area’s historic character.
The facility will include multiple offices, a mayor’s suite, large conference rooms, transaction windows, and a two-story atrium, as well as a new city council chamber and white-box retail spaces at street level. Site development includes utilities, amenities, and integration with surrounding infrastructure.
