Russell served as General Contractor for the new construction of Jazz at Walter Circle, a mixed-use senior housing development in East St. Louis, Missouri. The project delivered two connected buildings totaling 112,070 s.f., linked by a pedestrian bridge spanning Walter Street.

Designed to enhance quality of life for 74 senior families, the development integrates residential living with amenities that serve both residents and the surrounding community. The ground floor includes a fresh grocer, deli, health clinic, and community event space – essential services that had been absent from this area of St. Louis for years.

The upper floors feature 74 senior apartments, each designed for comfort and accessibility with a full kitchen, accessible bathroom, and a French balcony that brings in natural light and fresh air.

Creating spaces for connection was central to the project’s vision. Each floor includes two gathering areas for residents and guests: a common sitting room located within the bridge over Walter Street and a south-facing outdoor sun patio. The south roof further extends this concept with a one-third-acre urban garden, structurally designed to support two feet of Midwest topsoil.
