It Takes a Village

It’s easy to stop and admire the impressive, four-story 188,000 sf building perched high atop the hill in Moline, Illinois that will soon be opening its doors to residents. However, what you don’t see are the years of hard work and dedication in making the Overlook Village project a reality.
Three years to be exact.
The initial idea for this project began with Dave Smith, Vice President of Development, connecting the abilities of Russell, with the expertise of senior living operator, Dial Retirement Communities, to form a cohesive team that could make a senior living project of this magnitude feasible. As developer, Russell’s role was invaluable to the project’s success. While Russell and Dial had previously collaborated together, it was in an owner-contractor scenario. For this project, Russell provided development support services which included site acquisition, sourcing alternative financial partners and coordinating all site entitlement issues.
Russell’s integrated project delivery services provided a platform for all project stakeholders to align individual project perspectives into a single set of project goals. Through consistent and effective communication, all stakeholder concerns were integrated into a comprehensive project solution. Additionally, from the very beginning this project was set to have an aggressive construction schedule, which made communication amongst the team of utmost importance. The key stakeholders and players from all participating companies did an excellent job setting forth expectations and delivering on them at the various stages of the project.
The project site, located at 941 6th Street in Moline, is located in a Qualified Consensus Tract, TIF District and Enterprise Zone, all of which incentivized the three partners for the project. These were also tools utilized by the City of Moline to revamp and redevelop the blighted former Lutheran Hospital property into something beneficial for the City and its residents. Additionally, being the first phase of this project, there is opportunity for multiple phases that could include more independent living, as well as medical offices, to create more of a campus feel to the property.
Being involved from project inception through project occupancy, Russell’s project team learned of the importance of all stakeholders perspectives in the development of the final project solution. This experience has made Russell a more insightful team member for future senior living projects across the Midwest.
