Redeveloping a Historic Downtown Landmark

In fall of 2017, Moline welcomed a new opportunity for downtown living through the opening of 5&15 Apartments located at 5thAvenue and 15th Street. Russell and their partner the Amin Group, served as owner/developer.  Demand for downtown living, combined with the character and layout of the historic structure were catalysts for initial redevelopment interest. The team partnered with the city to utilize the TIF program. As a certified historic structure, the development team also leveraged the federal historic tax program. Months of planning and local and federal approvals preceded design and construction, which began in November 2016 and concluded in the summer of 2017.

While the building’s exterior aesthetic remained mostly the same, the use and layout of the majority of the building’s interior have taken on a whole new life. The project’s primary efforts focused on the upper eight floors of the historic tower structure. Partnering with Legat Architects for design, these former commercial office floors were converted into 31 market rate apartments featuring mostly one bedroom units, ranging between 500 to 1,100 square feet. Roughly 31,500 s.f. of renovations were completed as part of the apartment conversion. Additional amenities service these units including interior storage, fitness, common gathering and recreation spaces. Chase Bank remains as the commercial tenant located on the first floor.

Perhaps the largest differentiators from other apartment developments in the Quad Cities are concierge services for residents and availability of furnished units. Residents living in 5&15 Apartments can take advantage of a variety of services offered by on-site staff through a service line called MyButler. MyButler is extended to residents to a variety of services – from package delivery receipt, to weekly housekeeping, to grocery or dry cleaning pickup. Fully furnished units, featuring brand new furniture and finishes, are available to those looking for a more turnkey living experience.

The annex, physically adjoined to the tower structure, has been transitioned into a private, members-only club. Residents of the apartments receive complimentary membership, and all members enjoy:

  • Selection of stocked beverages
  • Admittance to members-only private events
  • Use of fitness equipment, yoga, workout sessions, and running groups
  • Use of billiards, table tennis, board games, televisions, and work/lounge space
  • Ability to reserve space for private parties, meetings and events
