Russell served as the General Contractor for Two Rivers Point (formerly Sunset Heights) Apartments, an 11-story, 141-unit low-income housing renovation in Rock Island, IL, utilizing the Rental Assistance Demonstration (RAD) program. The project included exterior brick tuckpointing, a new roof, and a full interior renovation, converting select units into adaptable and accessible housing.
Renovations encompassed one- and two-bedroom ADA-compliant units, common area upgrades, and a new exterior trash chute. Work was completed while the building remained occupied, requiring phased construction and close coordination with the Rock Island Housing Authority (RIHA) to manage resident relocations and minimize disruptions. A new exterior courtyard was added, and the MetroLink bus stop was relocated for resident convenience.
Despite an initial seven-week delay for design modifications, Russell completed the project ahead of schedule, delivering modernized, high-quality housing while maintaining resident safety and comfort.
