Scott Ward - Vice President

As Vice President, Scott oversees all preconstruction processes and staff at Russell Construction. He interfaces directly with the Senior Vice President of Operations to ensure proper resource allocation for each and every project.
Scott’s primary responsibility, along with the support of his preconstruction team, is to provide accurate and reliable cost opinions and scheduling management decisions. He is in constant communication with the local and regional subcontracting base in order to keep a pulse on market pricing and capabilities of the most competitive and capable sub-contractor partners.
Additionally, as the Small Business Liaison (SBLO), Scott is responsible for maintaining positive relationships with all small businesses. His extensive background in
government contracting has allowed him to successfully deliver three Task Order Contracts for the Department of Defense at the Rock Island Arsenal totaling over $89,000,000.
Scott maintains positive relationships with many federal and local agencies, such as the
Small Business Association,
Illinois Procurement Technical Assistance Center,
Center for Industrial Research and Service (CIRAS),
Association of the United States Army - Rock Island Chapter and the
Society of American Military Engineers - Rock Island Post.
